A web of alleged land fraud involving high-ranking security officers, estate developers, and officials of the Federal Capital Territory Administration (FCTA) has come to light, with the Chief Security Officer (CSO) to the FCT Minister, ACP Mohammed Iya Musa, named as a central figure.
The disputed properties—Plots 1861, 1862, and 1863 in Katampe District, and Plot 4022 in Guzape—are said to belong to 79-year-old widow, Hajia Collen Mero Yesufu. The land was allegedly sold off through forged documents by a syndicate operating within the Abuja Geographic Information System (AGIS) and the Federal Capital Development Authority (FCDA), in alleged collaboration with controversial real estate developer, Rebecca Omokamo Godwin Isaac (also known as Becky or Bilikisu Ishaku Aliyu).
Rebecca, alongside her husband Isaac Yusuf Ishaku, their company Homadil Realty Ltd, Idakwogi Richard John, and Rychardo Homes Ltd, was arraigned by the Economic and Financial Crimes Commission (EFCC) on June 18, 2025, before Justice J.O. AbdulMalik at the Federal High Court. They face multiple fraud and forgery charges, accused of obtaining over ₦800 million from unsuspecting property subscribers.
Police Officer Tied to Alleged Cover-Up
ACP Musa, appointed CSO to FCT Minister Nyesom Wike by the Inspector-General of Police, Kayode Egbetokun, has been named as the second defendant in a civil suit (Suit No: FCT/HC/CV/1678/2025) filed at the FCT High Court in Gudu. He is accused of facilitating the illegal sale of the widow’s land to Rebecca and of introducing her to Joseph Eriki, Director of Investigation and Prosecution at the FCTA, in an alleged attempt to derail the EFCC’s investigation.
Court documents suggest that a new case was filed at the FCT High Court by five individuals claiming to be “land subscribers,” allegedly at Rebecca’s direction, to obtain an injunction that could undermine ongoing criminal proceedings.
Defendants in the suit include Homadil Realty Ltd (1st), ACP Musa (2nd), the FCT Minister (3rd), the Department of Development Control (4th), EFCC (5th), the Nigeria Police Force (6th), and unnamed persons.
Rebecca’s Legal Tactics and Ties to the IGP
Documents obtained by SaharaReporters show that Rebecca presented a forged affidavit and a falsified police extract—purportedly signed by the DPO of Gwarinpa Division—claiming she lost the original title to Plot 4022 in 2014. The forged document originated from Zone 7 Police Headquarters, where IGP Egbetokun once served as Assistant Inspector-General.
Following months of public pressure and legal advocacy by Barrister Maxwell Opara, lawyer to the elderly widow, the police reversed course. On January 23, 2025, IGP Egbetokun ordered the arraignment of Rebecca and her husband on charges of forgery and fraud (Charge No: CR/007/2025) before Justice Sadiya Mayana at the FCT High Court.
However, in a surprising turn, Rebecca was granted ₦10 million bail without input from the complainant’s family, sparking outrage among legal observers and activists.
Controversial Backgrounds and Systemic Abuse
ACP Musa’s record raises further concerns. He was previously suspended from the Nigeria Police Force in 2021 while serving in Yobe State and was demobilised from the Special Protection Unit in Lagos. He faced charges of insubordination, absenteeism, and conduct unbecoming of a public officer. Though later recalled, he received a formal reprimand from the Police Service Commission under former IGP Musiliu Smith.
The case also shines a spotlight on Joseph Eriki, the FCTA Director of Investigations, who is currently facing a six-count charge filed by the Federal Government in May 2025, alongside 10 others. Accusations include conspiracy, document forgery, and unlawful land seizure involving multiple plots owned by Etha Ventures.
Wider Allegations of Land Racketeering in Abuja
The scandal underscores a growing pattern of alleged land grabbing in the FCT, with accusations pointing to coordinated efforts between political insiders, senior police officials, AGIS and FCTA staff, estate developers, and legal operatives.
